Abstract: Projektet syftar till ett förbättrat underlag för samhällsekonomiska bedömningar och till att ge underlag för beräkningar av avgiftsfinansierade lösningar av olika slag. Målet är att möta det behov av förnyade och fördjupade kunskaper om tidsvärden som efterfrågas i den trafikpolitiska propositionen, samt det behov som definieras i Vinnovas utlysning i samband med tillämpning av framför allt avgiftsbaserade finansieringsformer.
Resultatet av projektet kommer att bestå av tidsvärden för olika restidskomponenter samt fördelning av dessa på och inom olika trafikantkategorier. Resultaten kommer jämfört med tidigare studier att vara nedbrutna i ytterligare en dimension trygghet/säkerhet. Resultaten kan i princip användas direkt för samhällsekonomiska kalkyler och också som input i skattning av prognosmodeller.
Det generella angreppssättet är att utnyttja hypotetiska data avseende diskreta val, för att med hjälp av mixed-logitteknik skatta tidsvärden som är konsistenta med mikroekonomisk teori. Projektarbetet kan indelas i fyra faser: utformning och utprovning av intervjuinstrument samt upphandling av fältarbete, datainsamling, skattning och analys respektive avrapportering/dissemination. Återkoppling sker fortlöpande till den referensgrupp som förutsätts tillsatt av de finansierande parterna.Abstract: The project is designed to give an improved basis for cost-benefit analysis and to give bases for calculations of various kinds of user fee based transport solutions. The objective is to meet the need for new and deeper knowledge about value of time savings in the transport sector, which the government has asked for, and to meet the need for research on evaluation of user fee based transport solutions as required in the text of the present Vinnova call.
The results will be values of different types of travel time components and the distribution of these on and within different users of the transport system. Compared to earlier studies, the results will also show the importance of conditions affecting personal security. The results may be used in cost-benefit calculations as well as for input in estimation of forecasting models.
The project is planning to use hypothetical data concerning discrete choices, in order to estimate values of time consistent with microeconomic theory. The estimation is done by using the technique of mixed-logit. The work is divided in four project phases; design and testing of interview instruments and contracting of survey firm, data collection, estimation and analysis and finally the delivery phase. A reference group is linked to the project.
