Abstract: Trafikverket har en viktig roll att spela i utformningen av transportsystemet som en del i ett hållbart samhälle. I projektet “Transportplanering för ett hållbart samhälle: målbild, samverkan och miljöfunktioner i ÅVS” studerar vi hur ÅVS processen kan utvecklas för att främja utvecklingen mot ett hållbart samhälle. Det övergripande syftet med projektet är att bidra till att förbättra Trafikverkets planering för ett effektivt, modernt och hållbart transportsystem som stödjer en omställning till ett hållbart samhälle. Det vill säga ett transportsystem som skapar tillgänglighet i ett hållbart samhälle och bidrar till att uppnå de transportpolitiska målen och Agenda 2030. Specifikt adresseras tre utmaningar, (1) behov av att skapa nya former av stöd för att vidareutveckla transportplaneringens kapacitet att integrera hållbarhetsmålen (2) behov av att utveckla en sammanhållen målbild som kan styra planeringen av åtgärder på regional och lokal nivå, (3) behov av att stärka samverkan mellan Trafikverkets och olika samhällsaktörer för att skapa en gemensam problem- och målbild som grund för utformningen av integrerade lösningar som passar lokala förutsättningar och behov. För att möta ovanstående utmaningar kommer forskningsprojektet att fokusera på att förbättra förmågan att hantera hållbarhetsaspekter, särskilt miljöaspekter, i ÅVS. Följande övergripande projektmål har formulerats: (1) att bidra till att stärka miljöfunktioner i ÅVS genom en integrerad målbild för hur planeringen av transportsystemet ska bidrar till omställningen till ett hållbart samhälle samt genom att skapa en bättre koppling mellan målbild och åtgärdsval (2) att bidra till en bättre samordning mellan ÅVS och andra planeringsprocesser för att främja en samordnad planering av hållbara transportsystem. (3) att bidra till en förbättrad samverkan och koordinering inom ÅVS med hjälp av ny kunskap och teknik. En kvalitativ forskningsmetodik kommer att tillämpas som omfattar litteratur och dokumentstudier, intervjustudier, workshops/seminarier och fallstudier. Två fallstudier ingår i projektet, en fokuserar på ÅVS praktik i region Mitt (TRV) där nya grepp på ÅVS:er testas och en fallstudie fokuserar på en ÅVS i Stockholms regionen (Frescati-Brunnsviken-Bergshamra), som har hållbarhetsfrågor i fokus. Kopplat till fallstudierna planeras 2 workshops; den ena workshopen har det preliminära temat: ”Sammanhållen Målbild” och den andra workshopen har det preliminära temat: ”Samverkan kring hållbarhet i arbetet med ÅVS”. Resultaten från respektive workshoparna kommer att sammanfattas skriftligt. Dessutom kommer projektet att omfatta ett nordiskt kunskapsutbyte, för att identifiera framgångsrika angreppssätt för hållbar utveckling, kopplat till detta genomförs en online workshop. Resultatet från workshopen kommer att sammanfattas skriftligt. Genomgående kommer resultaten av projektet att diskuteras löpande med representanter från Trafikverket och andra intressenter. Två vetenskapliga artiklar kommer att sammanställas och ett slut PM publiceras där projektets resultat sammanfattas för Trafikverket och andra aktörer. Projektet avslutas med ett slutseminarium där projektets samlade resultat och rekommendationer presenteras.
Abstract: The Swedish Transport Administration (STA) plays an important role in shaping the transport system as part of a sustainable society. The project “Transport planning for a sustainable society: target picture, collaboration and environmental functions in Strategic Choice of Measures” will investigate how the Strategic Choice of Measures (SCM) process can be developed to promote the development of a sustainable society. The overall aim of the project is to contribute to the improvement of STA’s planning for an efficient, modern and sustainable transport system that supports a transition to a sustainable society, i.e. a transport system that provide accessibility in a sustainable society and contributes to achieving the transport policy goals and Agenda 2030. Specifically, three challenges are addressed; (1) to create new forms of support to further develop transport planning's capacity to integrate sustainability goals (2) to develop a coherent target image that can guide the planning of actions at regional and local level, (3) to strengthen collaboration between the Swedish Transport Administration and various societal actors to create a common problem and target definition as the basis for designing integrated solutions that fit local conditions and needs. In order to meet the above challenges, the research project will focus on improving the ability to manage sustainability aspects, environmental aspects in particular, in SCM. The following overall project objectives have been formulated: (1) to contribute to strengthening environmental functions in ÅVS through an integrated target image for how planning of the transport system will contribute to the transition to a sustainable society and by creating a better link between target image and choice of measures. (2) to contribute to better coordination between ÅVS and other planning processes to promote coordinated planning of sustainable transport systems. (3) to contribute to improved collaboration and coordination within ÅVS with the help of new knowledge and technology. A qualitative research approach will be applied including literature and document studies, interview studies, 3 workshops/seminars and 2 case studies. One case study focuses on SCM practice in the “Region Mitt” (STA) where new approaches to SCM are tested and the other case study focuses on a SCM process in the Stockholm region (Frescati-Brunnsviken-Bergshamra), which has a sustainability focus. Connected to the case studies, 2 workshops are planned; one workshop has the preliminary theme: "A coherent goal picture" and the other workshop has the preliminary theme: "Collaboration on sustainability in the work with ÅVS". In addition, the project will include exchange of knowledge between the Nordic countries to identify successful approaches to sustainable development (interviews and one online workshop/seminar). The results of the project will be discussed continuously with representatives from the STA as well as other stakeholders. Two scientific articles will be compiled and a final PM will be published where the project results are summarized for the Swedish Transport Administration and other actors. The project ends with a final seminar where the overall results and recommendations of the project are presented.
