Abstract: Projektet "Verktygslåda för landsbygdsmobilitet" tar sitt avstamp i det transportpolitiska målet om en långsiktigt hållbar transportförsörjning i hela Sverige och en ambition hos kommuner att stärka attraktiviteten i mindre tätorter med en tågstation och stationsområdet som hävstång. För att behålla en god tillgänglighet i hela landet och samtidigt nå transportsektorns miljömål är mobilitetslösningar som kompletterar kollektivtrafiken viktiga, tillsammans med lösningar som ökar transporteffektiveten och minskar transportarbetet. Mobilitets- och transporttjänster på landsbygden har utvecklats och testats på flera håll i landet, bl a med syfte att effektivisera transporter, öka tillgängligheten och ställa om till mer hållbara transportslag. Dessa projekt har konstaterat bl a att god kollektivtrafik till orten är grundläggande, att förutsättningar för att driva kommersiella tjänster behöver förbättras, att lösningarnas kvalitet måste vara lika hög som i urbana områden, och att man inte kan räkna med ideellt engagemang fullt ut. Baserat på dessa erfarenheter ser vi en stor potential att – istället för ännu ett demonstrationsprojekt eller test – utveckla och validera en "verktygslåda" som gör det möjligt för kommuner att identifiera och etablera mobilitetslösningar som möter behoven hos boende och verksamheter. I samverkan med 5 stationssamhällen i Småland (Emmaboda, Vislanda, Vaggeryd, Lessebo och Hultsfred) som har en uttalad ambition att utveckla stationsområdet och jobbar redan idag med Agenda 2030, med fokus på att minska det fossila avtrycket för invånarnas boende, transporter och konsumtion (projektet Hållbara stationssamhällen 2.0 som är kopplat till Smart Housing Småland) ska en sådan verktygslåda utvecklas och valideras. Under 12 månader ska kommunerna och projektteamet kartlägga behov, matcha transporttjänster och andra lösningar till lokala behov, bedöma potentialer och identifiera nödvändiga förutsättningar för att de ska kunna drivas långsiktigt på affärsmässiga grunder, samt etablera samarbeten med potentiella leverantörer/operatörer. Allt sker i samverkan med kommuner och lokala aktörer samt kommersiella leverantörer/operatörer av olika mobilitets- och transporttjänster. I längden, dvs ett följdprojekt, ska varje kommun implementera/genomföra en lösning/åtgärd själv och/eller upphandla tjänster. Samtidigt ska verktygslådan generaliseras och göras tillgänglig till landsbygdskommuner i hela Sverige.
Abstract: The project "Toolbox for rural mobility" is based on the goal of a sustainable transportation system throughout all of Sweden. The goal of the project is to provide rural municipalities with a toolbox that contains different methods that they can use to develop attractive mobility solutions in their area while at the same time levering existing assets – as e.g. train station. In order to maintain good accessibility throughout the country and at the same time achieve the transport sector's environmental goals, mobility solutions that complement public transport are important, together with solutions that increase transport efficiency and reduce transport work. Mobility and transport-services in rural areas have been developed and tested in several parts of Sweden, mainly with the aim of increasing transport efficiency, increasing accessibility, and switching to more sustainable modes of transport. These projects have established, among other things, that good public transport to a town is fundamental. However, the conditions for running commercial ser-vices need to be improved, so that the quality of the solutions are as high as in urban areas. Also, only expecting non-profit involvement can be detrimental. Based on these experiences, we see a great potential to – instead of yet another demonstration project or pilot – develop and validate a "Toolbox" that enables the municipalities to identify and establish mobility solutions by themselves that meet the needs of locals and businesses their area. In collaboration with 5 municipalities in Småland (Emmaboda, Vislanda, Vaggeryd, Lessebo and Hultsfred) that all have a train station and a stated an ambition to develop their station area and are already working on Agenda 2030 by focusing on reducing the fossil footprint of locals housing, transport and con-sumption ( the project Hållbara stationssamhällen 2.0 which is connected to Smart Housing Småland), a toolbox will be developed and validated. During the whole duration of the project, the municipalities and the project team will map out mobility needs and match transport services and other solutions to local needs. The project will also assess potential new relevant mobility services pro-viders and identify the necessary conditions for them to establish their operations and run a sustainable business in the municipality. All activates will be done in collaboration with municipalities and local actors as well as commercial suppliers / operators of various mobility and transport services. In the long run, ie a follow-up project, each municipality will implement a solu-tion that fits their local needs. Lastly, the toolbox will be generalized and sum-marized in a manual that will be made available to all rural municipalities throughout Sweden.
