Abstract: : Syftet med projektet är dels att ge förslag till hur en process skulle kunna se ut som bidrar till att fyrstegsprincipen får större genomslag i transportplaneringen, inte minst i ÅVS-processen, dels att analysera vad fullt genomslag för fyrstegsprincipen med större användning av steg 1- och 2-åtgärder innebär för en transportpolitisk måluppfyllelse och för ett mer jämställt och inkluderande transportsystem
Projektet genomförs genom tre huvudsakliga moment. I det första momentet görs en sammanställning av befintliga analyser för att få en bild av vad som fattas i dagens process, identifiera kritiska moment i den stegvisa prövningen för ÅVS samt identifiera moment i processen som behöver justeras. I moment två formuleras ansats och rekommendationer för en process som bidrar till att fyrstegsprincipen får större genomslag i transportplaneringen samt för de beslutsstöd/verktyg som behövs i en sådan process. I det tredje momentet genomförs en analys av vilka effekter ett ökat genomslag för fyrstegsprincipen skulle få för den transportpolitiska måluppfyllelsen, främst vad gäller möjligheten till klimatomställning och ett mer jämställt och inkluderande samhälle.
Abstract: The aim of the project is 1) to suggest a process that contributes to a larger penetration of the four step principle in transport planning, not least in the choice of measure-process (ÅVS) and 2) to analyse what a full use of the four step principle with a larger use of step 1- and 2-measures would mean in terms of goal attainment for the transport sector and in terms of a more equal and including transport system.
The project is carried out in three main steps. In the first step a synthesis of existing analyses is made in order to create a picture of what is lacking in the current transport planning process, identify critical moments in the step-wise choice of measure-process, as well as to identify moments in the process that need adjustment. In the second step an approach with recommendations is formulated for a process that could contribute to increased use of the four step-principle in transport planning, as well as the decision support/tools that are needed in such a process. In the third step an analysis is made of the potential effects that a larger use of the four step-principle would have on goal attainment for the transport sector, specifically in terms of the possibility to contribute to a climate transition and a more equal and including society.
