Subject(s): Abstract: Alla som ingår i säkerhetsorganisationen ombord på ett passagerarfartyg måste genomgå sjösäkerhetsutbildning. I dagsläget finns det cirka 1000 fartyg som har krav på certifiering. Transportstyrelsen kommer att införa nya regler 2018-2019 som enligt myndigheten medför att uppskattningsvis ytterligare 5 000 fartyg kommer att omfattas av certifieringskrav med bland annat systematiskt säkerhetsarbete. Skärgårdsredarna har sedan 10 år tillbaka en teoretisk säkerhetsutbildning för ombordanställda som får utbildas av rederiet enligt Transporstyrelsens föreskrifter TSFS 2011:116 och 2013:47, samt Riktlinjer för utfärdande av intyg om fullgjorda utbildningar ombord på vissa fartyg i inre fart från 2014-06-05. Utbildningen finns på CD skiva och en handledning för grundläggande säkerhetsutbildning för rederiets utbildningsansvarige finns i pdf format.Abstract: The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), requires that seafarers be provided with "familiarization training" and "basic safety training" which includes basic fire-fighting, elementary first aid, personal survival techniques, and personal safety and social responsibility. This training is intended to ensure that seafarers are aware of the hazards of working on a vessel and can respond appropriately in an emergency. Since STCW is not applicable for the smaller tonnage operating on Swedish waters, The Swedish Transport Agency regulates the equivalent training by issuing Document of Compliance on Safety Management, i.e. proof that the shipping company’s safety management organisation has been approved upon survey of the shipping company. In order to obtain the Certificate, the Shipowner offers education to the seafarers in basic safety training. For more than 10 years, Skärgårdsredarna (Swedish Archipelago ship owners Association) has offered basic safety training for its members by providing a CD for theoretical education, together with a printed manual for the Safety Officer to guide and control the level of training prior to practical education. Skärgårdsredarna (Swedish Archipelago ship owners Association) acknowledges the importance of updating the existing material, since it outdated after more than ten years, and making it available to more shipowners, and future generations of seafarers, by transferring the existing material into a web based education package. This would enable shipowners to fulfil regulations on basic safety training and also to meet the new requirements for systematic work on safety introduced by the Swedish Transport Agency to become in full force and effect 2018-2019. Approximately 1,000 ships are in need of Certification for Basic Safety Training today and according to the Swedish Transport Agency, 5,000-6,000 ships will be in the future. Skärgårdsredarna intends to put up a responsive web, attach a CMS, analyse and update the content from the CD, compile tests or quiz to control the comprehension of the education and use an admin tool to make the entire education available online. The ultimate goal is to raise the safety competence through the entire fleet of smaller vessels and thereby contribute to a safer shipping within Swedish territorial waters.
