Subject(s): Abstract: The Project is a continuation of the IAP-demostration Project. The overall aim of the project is to establish, operate and demonstrate a pilot monitoring system that will generate, collect and analyze positioning and other data for monitoring the compliance of test HCT vehicles allowed access to a restricted road network during specific time periods. The project will commence January 1st, 2013 for a period of up to 4 years. The system will be a copy of the Australian IAP that step by step is transferred to Sweden and adapted to Swedish conditions. A possible scenario for the stages involved in the deployment of IAP in Sweden is described in appendix 1. The first step will be to install IAP boxes in the test vehicles and to set up and operate a pilot IAP system where all processes are performed in Australia with a simulated legal and institutional framework. During the pilot study processes 1) and 2) above will probably still be under development and thus fictive, simulated or prototype versions of data input must be provided for the IAP test pilot by the Swedish government (Trafikverket, Transportstyrelsen) and/or the vehicle manufacturers. The objectives are: * Evaluate if the acceptance of HCT vehicles and thereby the possibility of a successful and rapid introduction will be enhanced if IAP is deployed simultaneously. * Evaluate if IAP is a necessary prerequisite for general political acceptance and for last mile access using roads controlled by local governments or municipalities. * Demonstrate that the regulatory compliance of HCT vehicle will be almost 100% guaranteed since they are monitored 100% of the time in a way that hardly can be tampered with. * Demonstrate the potential to use IAP to also monitor the environmental benefits of HCT * Develop strategies for deployment of IAP in Sweden and consideration of Performance Based Standards (PBS) * Stakeholder management and communications * Communications and publicity * Assessment of regulatory or legal constraints.
