Abstract: Projekt syftar till att för ett antal kollektivtrafiksatsningar komplettera en cost benefit utvärdering (CBA) med en multikriterieanalys (MCA), där ett antal samhällsnyttor kan beskrivas, kvantifieras och sammanvägas. Projektet omfattar också en kombination av dessa metoder med hjälp av den tidigare framtagna COSIMA- modellen. I projektet jämförs utvärderingsmetodernas styrkor och svagheter (ev. i form av en SWOT analys). Projektet syftar till att ta fram en utökad praktisk kunskap för dessa utvärderingsfrågor för beslutsfattare på olika nivåer inom transportområdet.
Projektet kommer att resultera ökad kunskap om tillämpningar, val av modeller och prövning av olika metoder i skilda beslutssituationer. Projektresultatet kan användas av såväl politiker, tjänstemän, statliga myndigheter som kommunala och landstingskommunala organ. Genom en mer allomfattande beskrivning av samhällsnyttan av olika kollektivtrafikprojekt ökar konkurrenskraften av dessa projekt gentemot andra infrastrukturprojekt i såväl planeringsprocessen som beslutandefasen.Abstract: The aim is to apply 3 evaluation methods to a number of public transports investments. The project will apply cost benefit analysis, multi criteria analysis and the combination of these two analysis within the COSIMA model. For each project, the three methods will be applied, compared, and analysed, e.g. applying a SWOT analysis. The project seeks to develop practical knowledge on how decision makers at different levels can apply these evaluation methods.
The project will result in increased knowledge on applications, choice of models and test of models in various situations and projects. The result may be used by politicians, bureaucrats, authorities, etc. A more comprehensive description of the societal utility of various public transport investments will increase the competitiveness of these projects relative other infrastructure projects.
