Abstract: The general objective of the Waterman project was to provide a platform to discuss and reach consensus on why and how enhanced information services can be provided at European scale for the benefit of traffic and transport management. - to review and update the international state of the art taking account of previous research on the needs for vessel traffic management both in the maritime and the inland waterways sectors, focusing in particular on contributions that may be expected from such systems as Electronic Chart Display and Information Systems (ECDIS), Automatic Identification Systems (AIS) and satellite based European positioning systems (GALILEO), - to develop a commonly agreed methodological approach providing a format for a logical description of components of relevant Information Services , - to systematically use the method to collect, process and analyse stakeholders’ requirements through dedicated workshops, seminars, visits and overviews of the most promising trends, - to provide bases for further developments of relevant information system architectures. During a period of three years (1st April 2000 - 31st March 2003), the Waterman Thematic Network, also called hereafter “ the project ”, focused on the potential of information services able to support waterborne transport and traffic management activities. The report is the final technical report of the Waterman project. Following the Commission guidelines for reporting (1st Edition, January 2000), the report is composed (in addition to a table of contents and an executive publishable summary) of seven sections: objectives of the project, scientific and technical description of the results, list of deliverables, comparison of initially planned activities and work actually accomplished, management and coordination aspects, results and conclusions, acknowledgements and references. This report is completed by 10 annexes amongst which Annex 1, under the heading " Waterman Thematic Network Final Technical report summary ", will serve as “ a general overview of the problems addressed by the project in its policy context, the project objectives and methodology focusing on results achieved ”.
