Sponsors, duration, budget: European Commission ; 2008-01-01 -- 2008-09-20 Subject(s): Online resources: Abstract: Under 2007 beslöt DG TREN att låta genomföra en studie som underlag för att formulera eventuella nya policies för maritima transporter. Studien skulle fokusera trender och möjliga sjöfartsscenarier i ett tidsperspektiv 2008-2018. Två grundläggande aspekter skulle behandlas i rapporten: 1. År 2018 skall de sjötransportmöjligheter som finns tillgängliga för europeisk industri vara minst lika effektiva, pålitliga och uthålliga som idag. Detta inkluderar att det skall finnas tillräckligt med transportkapacitet tillgänglig och att kapaciteten i hamnar och deras omland skall kunna ta hand om de förväntade godsvolymerna. 2. År 2018 skall sjöfartsnäringen vara minst lika konkurrenskraftig och ha en lika stark eller starkare ställning på de globala marknaderna. För dessa två aspekter skall faktorer som kan hota eller stärka effektivitet, pålitlighet och uthållighet inom branschen, samt tillgången på tonnage och anpassningen av hamn- och omlandskapacitet identifieras. För att uppfylla dessa önskemål fokuserar rapportens disposition godsflöden, hamn- och sjöfartsmarknader och för rapporten avgörande delar av sjöfartsklustret. Alla prognoser som presenteras produceras för ett grundscenario. Prognoserna används sedan som benchmarks i analyserna av alternativa scenarier. I kapitel 1 beskrivs världshandeln och sjötransporter. Bland uppgifterna i detta kapitel kan framhållas att containervolymerna växer snabbt, men fraktade kvantiteter är fortfarande mycket större inom bulksektorerna. Kapitel 2 behandlar de europeiska regionerna och deras hamnar. Regionernas karaktäristika beskrivs och skillnaderna dem emellan är uppenbara. Det stora antalet hamnar visas med hänsyn tagen till den strategiska tillgång många av dem representerar. Kapitel 3 beskriver de olika fartygsmarknaderna och EU-intresset. Tillväxten i flottan inom många segment är påfallande. Det är också värt att notera att EUs medlemsstaters fartygsregister krymper i relativa termer. Kapitel 4 går igenom de övriga sjöfartsrelaterade sektorerna i Europa och deras beroende av sjöfartssektorn. Kapitel 5 beskriver de signaler om framtida ändringar som är underlag för den SWOT-analys som görs i kapitel 6. Några av de slutsatser som dras av SWOT-analysen är överkapacitet i många sjöfartssegment, inga förväntade hamnkapacitetsproblem för bulkhantering men däremot för containerhantering. Kapitel 7 innehåller scenarier för år 2018 och kapitel 8 strategiska rekommendationer. Ett antal nyckelelement sätts in i tre grundscenarier. Dessa delas sedan in i två olika policyscenarier, vilket leder till totalt sex scenarier. De presenteras i ett tänkt nyhetsformat någon gång under 2018. I ett avsnitt prövas de 19 påverkansfaktorer, som tidigare identifierats mot de sex scenarierna. De strategiska rekommendationerna i det sista kapitlet är författarnas slutsatser från det arbete som beskrivs i rapporten. De förändringar av policy som föreslås, borttagande av existerande policies och introduktion av nya, täcker in diverse områden. Några av de viktiga frågorna har anknytning till: handel, uthållighet, ändrad modalitet och short sea shipping, påverkan inom IMO, säkerhet och sjöfartsskydd. Abstract: In 2007, the Commission's Directorate General for Energy and Transport (DG TREN) decided to conduct a study in view of formulating possible future EU policy options for maritime transport. This study should be prospective in nature and focus on trends and plausible shipping scenarios in the horizon 2008-2018. There are two major issues that are addressed in this report; 1. By 2018, the shipping transport services available to the European industry should at minimum be just as efficient, reliable and sustainable as today. This includes that there should be sufficient transport capacity available and that the port and port hinterland capacities should be able to cope with the anticipated cargo volumes. 2. By 2018, the shipping industry should at minimum be just as competitive and have an equally strong, or better, position on the global markets. For the two major issues, factors are to be identified that could jeopardize or strengthen the efficiency, reliability and sustainability of the shipping services, the availability of tonnage supply and the adaptation of port & hinterland capacities. To address the requirements set out above and to meet with the terms of reference to this report, the disposition of the report is focusing on the goods flows, the ports and the shipping markets and for the purpose of this report crucial parts of the maritime cluster. All forecasts presented are produced for a baseline scenario. These forecasts are later used as benchmarks in the impact analyses of the alternative scenarios. In chapter one the global trade and seaborne transport are described. Among the findings in this chapter, it could be highlighted that container volumes grow at a high pace, but the shipped quantities are still much higher in the bulk sectors. Chapter two covers the European regions and their ports. The regions’ characteristics are described and the differences between them are evident. The plethora of ports is displayed given the strategic asset that many of them represent. Chapter three describes the major ship markets and the EU interest. The fleet growth in many segments is striking. It is also noteworthy that EU member states’ ship registers are decreasing in relative terms. Chapter four is looking at the other shipping related sectors in Europe and their dependence on the shipping sector. Chapter five describes signals of future change, which form a platform for the following SWOT analysis in chapter six. Some major findings in the SWOT analysis are over supply in many shipping segments, no foreseen port capacity problems for bulk handling, but rather for container handling. Chapter seven contains ”Year 2018 scenarios” and chapter eight ”Strategic recommendations”. A number of key elements that are put into the context of the three basic scenarios. Thereafter the three basic scenarios are divided into two different policy scenarios, thus leading up to a total of six scenarios. These six scenarios are presented in a foreseen news format some time in the year 2018. In section Test of the drivers of change against the scenarios the 19 drivers, identified earlier in the report, are tested against the six scenario storylines. The strategic recommendations in the final chapter are the authors’ conclusions derived from the steps and analyses described in the previous chapters of the report. The policy changes suggested, removal of existing policies or the introduction of new ones, cover diverse areas. Some of the important issues relate to: Trade, Sustainability, Modal shifts and short sea shipping, Influence in the IMO, Safety and security.
