Subject(s): Abstract: Utveckling av effektbedömningar, effektsamband för sektorsarbetet. Det har länge framförts behov av att på ett mer tydligt sätt redovisa resultat av arbetet inom den sektorsverksamhet som Vägverket bedriver. Det finns flera sammanställningar som redovisar vad som görs och några som utvärderat resultat av verksamheten. Ett exempel på det sistnämnda är Vägtransportinspektionens arbete med att utvärdera sektorsverksamheten inom trafiksäkerhetsområdet. Under 2008 har även ett arbete bedrivits som resulterat i riktlinjer för hur själva påverkansinsatsen ska följas och mätas. Förenklat går det ut på att redovisa olika aktörers plats och utveckling på den s.k. mognadstrappan. I detta arbete finns tankar om att göra punktvisa nedslag bl.a. ett utvalt antal aktörer för att redovisa de nyttor som deras åtgärder genererar t.ex. minskningar av koldioxidutsläpp. Under hösten 2008 genomförs ett arbete för att identifiera områden där effektsamband av påverkansarbetet bedöms möjliga att kvantifiera. Detta arbete behöver vidareutvecklas under 2009 så att samband i form av bidrag till mål, samhällsekonomisk effektivitet och beskrivningar av uppnådda nyttor kan redovisas genom nyckeltal eller på annat sätt. Inkluderar att utveckla uppföljningsmetoder för tydligare resultatredovisningar och underlag till effektsamband. Innebär utveckling av de föreslagna stickproven i riktlinjerna och för påverkansarbete mot offentliga och näringslivets transporter och resor (åtgärdsplaneringen). Utveckling av uppföljningsmetoder av åtgärder hos ca 40-50 aktörer för att se vad åtgärderna ger i form av effekter, tillstånd och kundnytta. Genomföra djupstudier hos dessa aktörer av processutveckling och av beslutade och genomförad åtgärder ex hastighetsefterlevnad, bränslebesparing, ökad cykling, resfria möten, logistiklösningar etc, Aktörerna är inte utvalda ännu men förmodligen kommer vi att ha uppföljning av åtgärder till alla satsningsområdena och därmed både de kortsiktiga och långsiktiga utvecklingsmålen. I Vägverkets plan för utveckling 2009-2011 anges som kortsiktigt utvecklingsmål attta fram bättre effektbeddömningar av sektorsarbetet som underlag till val av framtida sektorsåtgärder enligt fyrstegsprincipen samt till det långsiktiga planeringsarbetet.Abstract: Development of impact assessments, impact of sector-related work.
