Abstract: Det finns idag ingen så tydlig beskrivning av målstandard eller godtagbara lösningar att medverkande parter känner fullt förtroende för tunnlarnas brandsäkerhet. En målstandard tas fram utifrån Byggnadsverkslagens krav samt Boverkets föreskrifter och den kan formuleras i ett VV-TK-format. Dessutom klarläggs hur en godtagen verifiering kan se ut. I denna ingår att ge vägledning om genomförandet av riskanalyser samt vissa val av tekniska lösningar.Abstract: The feasibility study, which is published as SP Report 2009:51, entitled Performance based design for a tunnel to safety - Feasibility study, and describes the need to implement two sub-projects that focus on the needs of road tunnel users and fire safety in road tunnels. This project deals with fire safety and it will analyze possible methods of verification and to make recommendations regarding the choice of such methods. Regarding the verification of the fundamental design requirements, it can be done by risk analysis methods, given the defined acceptance levels. The starting point for a design for fire protection is to demonstrate that the tunnel meets the five basic requirements that are specified in the Decree on Technical Requirements for Construction Works etc (1994:1215), paragraph four. Design principles should therefore be based on a concept of risk, ie, consider both the consequences of accidents as well as the frequency at the place.
The project aims to, based on current ATB Tunnel, prepare a description of what needs to be described in a performance-based "ATB Tunnel" - or the equivalent regulations / handbook - to provide fire resistance and ensuring security from a holistic perspective. The proposed requirements shall be based on the needs of the tunnel users.
